Pastels are easily lifted without payment, and often folks want to test them- check hard/softness- which means they are exposed to breakage, not to mention the broken crumbs and shards which then get tracked all over the store.
There's a HobbyLobby here but I won't give that store any of my money- which is not me missing anything since they have low/student quality pretty much everything.
If you ask, the colorist at Terry Ludwig will help you choose which shade of whatever hue you may want- of course, those are high end, but they are a nice medium soft, so layer very well. Just make sure you don't need money to, like, eat.
