I use Blair to even out the shine in my paintings. I use liquin and the shine can vary depending on what I'm doing.
I've sprayed over a thousand paintings with it, and never got tacky for more than a day. And yes, I was too heavy handed with that one and it was on a gallery wrapped one, where I did the sides and IMMEDIATELY did the front, so it was the edges that got a double dose too soon.
As far as getting it to finally dry for you, a hot car, the sun or a radiator all have worked for me.
